Obama was a wimp. Why is that a revelation now? Remember 'leading from behind?'
Because he suddenly got a backbone when Trump won the election.

There's a reason for that, and it all has to do with the Russian hacking being the mother of all "fake news" stories.

Why did Obama not take any more drastic steps until after Trump's surprising victory?

That's obvious, he is a weakling who puts things off and avoids acting till a crisis has been reached. After Russia helped Trump win, only then did he think it was serious.
