Martin,
In telecommunications jargon, "collocation" simply provides the right to locate your facilities in the same location (building) as the one granting the right. The Bell operating companies do not like to give collocation because it makes it too easy for competitors to interconnect and because they want to reserve the space for their own equipment. Collocation significantly reduces the cost of interconnection to FTEL because their facilities will reside and tie directly into WCOM's at each POP location. Without this agreement, it would take FTEL years to negotiate interconnection agreements with ISP POPs around the U.S., let alone the world. This is a gold mine indeed.
