no...its not binding on either party .....we agree that I will buy some marble from you PROVIDED ...these conditions are met. You meet the conditions and then we have a contract....you don't meet them ....then we don't ....there no contractual obligation ... it sounds really nice in a NR when you word it a certain way.....but really its just an agreement
