That's what a absolute right to health care would mean.

In practice countries or sub-national jurisdiction that pass some law about a right to health care, either do so symbolically, or they just mean that everyone should get a certain restricted amount of health care paid for by the government. A lot can fall under the limits, but there are always limits, there has to be, and the limits aren't even "whatever can possibly be afforded", since there are always other concerns and priorities.

So "there is a right to health care", is in practice just a claim that "the government should pay for health care".
