Without being privy to any actual deals, I would guess that WCOM is set up to receive either facility lease revenues or some kind of royalty on FTEL/FNET revenues for this agreement. WCOM then sits back to see what kind of market FTEL/FNET can build for these services. If it looks to be successful, which WCOM will know because they can see the network usage, then WCOM will undoubtedly jump all over FTEL (acquisition candidate) before they know what hit them. It puts them in a great "wait and see" position while making a little profit to boot.
