Glad to see you bring that up, it has puzzled me also. He may not have been able to walk the beat but he surely could answer the phone in order to earn his pay. It is questionable in my mind whether he actually receives a pension. I can't see the NYPD paying a salary to a person who is obviously not physically impaired. Sounds pretty dishonest to take the money when he could work for it.
