I think he means that if you start working at 21 and work for 50 years, and put $12 a year in an insurance account, you can buy a $600 plan at age 71, "where you walk up and say, “I want my insurance'.” That's a tough deal, cuz you could get Medicare at age 65. It's really tough if you have a pre-existing condition.
