  I finally got my new home cellular modem backup connection (to our regular cable Internet connection) hooked up and working tonight.  Unrelated: We also complained to the cable company so much they finally sent out a service tech.  He gave us a new cable modem, ours was eight years old, and he checked everything going out to the pole.  The newer cable modems use 16 frequencies and are supposed to be much better; the older ones used only 4.
  Per  speedtest.net: 
  We are now getting 92.03 Mbps download and 5.95 mbps upload speed on the cable connection.
  And we are getting 7 Mbps download and 1.4 Mbps upload speed on the cellular backup connection, which unfortunately is only connecting at 3G speeds. 
  While 7 Mbps is not too impressive, its damn better than no Internet connection at all, and will be extremely nice to have whenever our primary cable provider goes out.  Assuming the cable doesn't go out much, it will cost only an additional $6 per month, what Ting charges for each additional mobile device (active SIM card).   When the cable does go out, we pay exactly for what we use through  Ting, at $10 per Gb.  The failover is automatic, with the equipment we've purchased.
  I'm hopeful this means for all intents and purposes, our home won't ever be disconnected from the Internet again.. yay!
