Class 1 limits what you can do class 4 is like a blanket program build roads trails heli pads more access stuff like that http://www.emr.gov.yk.ca/mining/exploration.html KTO started with 1200 metre program if they hit they already got approval to drill some more I think its all about your 1st year and if you don't follow the guidelines don't expect anymore so better do things by the book
