Craig, I'd say H&R Block and ADP's services are of known utility, but, according to articles someone posted links to yesterday, corporate IT managers are having doubts about the investments they are making in internet capabilities and the efficacy of Web banner ads remains to be proven, i.e. the utility is unknown.
