Yes. It all ties together with the strong Rossby wave across North America. See the 850-mb temperature anomaly plot below. The flow over the ridge in the Pacific NW drops cool air in the eastern U.S. There's a natural frontal boundary where the air meets the Gulf of Mexico. With a baroclinic lows moving up the east coast, it doesn't take much divergence aloft to create rain along the boundaries. Given the air is so anomalously cold, the contrasts are anomalously strong, and the coastline gets soaked.
