Negotiations for Manafort to appear before the Senate broke down. That's what prompted the FBI to seek a search warrant. If Manafort had been willing to testify and provide documents to the Senate, there'd h/b no need presumably.

Negotiations broke down 7/25. They got a judge to sign a warrant and showed up at his bedroom door to serve the warrant at 4AM 7/26.
