Why have there been decades long hiatuses in global warming while CO2 was rapidly rising?

Theoretically, the effect of added CO2 in the atmosphere should be instant. It allegedly works by bouncing electromagnetic radiation around and electromagnetic radiation moves at the speed of light. But there has been no instant effect. There have been long periods (e.g. 1945 to 1975, referred to by some as "the long hiatus") when the temperature did not rise at all, even though CO2 rose markedly over that period.

1945-75 global temps actually declined slightly. For last 20 yrs there's been another long hiatus while CO2 has been rapidly rising.
