Funny things about Confederate monuments. There are a LOT more Confederate monuments than Union Army ones. Most Confederate monuments were erected during the Jim Crow and Civil Rights era .. and even more recently. There are groups called Daughters of the Confederacy and Sons of Confederate Veterans that erect them everywhere a former Confederate might have died. So we have Confederate monuments in Arizona, Washington state, Massachusetts, Illinois .... not just in the Confederate states.
A lot of this is about more recent history, not necessarily the CW itself. And maybe the relative dearth of Union Army monuments can be chalked up to winners not needing a participation trophy.
A few observations:
Illinois furnished a LOT of Union soldiers yet has only two Civil War memorials for the Union side. It also has two for Confederates:

West Virginia seceded from Virginia during the Civil War and few battles were fought on its soil.

And wikipedia is wrong .. there is ONE monument for WVian Union Army veterans: waymarking.com This is on the state capitol grounds and is dedicated as follows: "In Memory of the thirty-two thousand soldiers, sailors and marines, contributed West Virginia to the service of the Union during the Civil War. 1861 - 1865." ]
So 32K WVians fought for the Union and they have ONE monument while Confederates have a LOT of monuments in a state that separated from VA over secession.
Arizona had one minor skirmish between a troop of Confederates and Union troops.
It has no Union memorials but three Confederate ones. The oldest one was established in 1999. Repeat, 1999.

Massachusetts had a LOT of troops that fought for the Union. It has three Union and one Confederate memorials.
