Absolute power corrupts absolutely.
Both houses have incumbents holding their seats for decades.
Both houses should have forced retirement at age 65 like corporations.

Excludes President.
I have a solution that includes Presidents. Everyone running for national office agrees to off themselves at the end of their term. It would dramatically reduce the pool of candidates but I believe there are enough people who love this country to govern it. Of course that is just a daydream of mine. Maybe the plot of a science fiction story.
