Concur. constant bearing, decreasing range is a collision course. DUH.
I spent the weekend with a group of friends at a motorcycle rally in Nakusp, BC. One of those in attendance is recently retired from the Coast Guard. His last sea posting was as captain of the icebreaker Polar Star. He said the Coasties have to take a test on rules of the road every two years. Apparently the Navy has no such requirement. He also said that while the Navy is good at cruising in formation, they do not do well interacting with civilian vessels. [all this was said in a discussion before this most-recent collision]

I'm sure this latest collision is no surprise to my friend.
