Everything is relative but the US and Germany are virtually free of corruption compared with Greece, Nigeria, Mexico and Italy.

That difference in level of endemic corruption is reflected in the robustness of those two economies compared with the latter.

Running a business takes a lot of work, but running a business in a corrupt culture takes four times the effort. It's a very real difference and that limits business opportunities to only the very most profitable because your effective costs and risks are so much higher, so there's a lot of lost economic activity that's simply not worth anyone's time and effort.

Running an oil business in the US becomes very much harder and more costly when it's now in Nigeria and you're reduced to barter exchange and complete unreliability with Venezuela. In a place like Russia it's challenging until it suddenly becomes impossible as BP could tell you.
