December 1935 flood was a low coming out of the Rockies. It looks like a big warm/cold front clash that led to thunderstorms dropping heavy rains on the area. The point Dr. Spencer was making is comparing events is hard. Cities expand with concrete, and there are hundreds more precipitation monitors in a single city.

A similar set-up to Harvey was Aug 18, 1915. This storm made it a little bit inland. If only the high-pressure over northern Wisconsin at the time was positioned over Nebraska (like now), then things would've been different in 1915.
