"Greater Houston" or the "Houston-The Woodlands-Sugar Land, TX Metropolitan Statistical Area" is the firth largest metro area in the US (Houston itself is the fourth biggest city). It had almost 6 and a half million people as of 2010 (presumably even more now).

With just a few days warning evacuating the area wasn't practical and the attempt may have just made the situation worse with people evacuating in to traffic jams on flooded out roads.

OTOH perhaps telling people in lower lying areas of the city that now might be a good time to evacuate might have been worthwhile.
