Maybe it's time to tax people or states at higher levels depending on which state they live in. We know which states are costing us money by looking at FEMA aid totals. These cities, states, and people depend on us to help them when times get bad. Fine, we help them but then raise their premiums (taxes) because they choose to live in states that cost us more money.
