A good start would be simply making homeowners pay a considerably higher premium for flood insurance.

I'm not in favor of taxing everyone in a high cost state like LA or FLA or TX. Make the homeowners pay more then they can choose whether to continue living in flood zones. If they still want to live there, they also have the choice of constructing a home better able to minimize damage.
