The era of massive debt that happened before the boomers retired began with Reagan and his tax cuts. Prior to that we were paying down the WW2 debt. Reagan reversed that trend. Receipts as a % of GDP dropped around 2% during the Reagan years at the same time he was asking Congress for trillions more in spending.

The debt problem will never be fixed. Republicans ensured fiscal collapse when they spent decades cutting taxes and never raising them. Blaming entitlement is smoke screen for what they've already done.
