There is no solution because there is no problem.

NK is a pissant country with a few nukes and a few missiles that might or might not get through.

The foremost goal of the NK leadership is survival. If they strike, their country and therefore their power base ceases to exist. Why do something so foolish?

They are not a threat for that simple reason. There's absolutely nothing to be gained by attacking us or SK/Japan. We can easily ignore the idiots in charge.

They won't negotiate and they'll never give up their nukes. So what? They'd be crazy to use them in a first strike because the consequences are terrible for them.

If you ever wonder why they fear and hate us, read a bit of history about the Korean War. It was beyond brutal. We've forgotten. I doubt they have.
