Bob - WITHOUT A DOUBT, it is the sum of all the orders.

I have been placing buy orders at 1 19/32, just to see what would happen. Sure enough, when I placed a buy order for 1,500 shares, it went from a bid size of 5 (500 shares) to 20 (2,000 shares). It went unfilled and I cancelled it. The bid size immediately went down to 5.

I ended up just buying 500 shares at market (1 5/8).

It looks like perhaps this thing is about to spring. What do you think?
