Since all tax exemptions are based on public welfare and a lot of these groups had political names like tea party the IRA was duty-bound to check them out. They did their jobs and because they did their jobs you call it a scandal. In the world of "everything is a conspiracy because I'm a conservative victim" everything is a conspiracy because you're a conservative victim.
