Republicans simply ignored PAYGO for years and doubled the debt under Bush. While it's true that PAYGO went from being a rule under Bush, Clinton and Bush to being a law (created by Obama and Democrats) the House was taken by republicans and they refused to pay for any of their spending so the debt soared.
