What I said is the budget was balanced by the time republicans passed their meaningless piece of legislation.

Here are the numbers leading up to 1997.

-290.3
-255.1
-203.2
-164.0
-107.4
-21.9


As you can see the budget was only a few billion from being balanced in 1997 and the republican plan called for balanced budgets five years later, but they had power by then and the debt doubled under republicans.
