How many times do you see two major hurricanes in the same year on that chart? 2017 has Harvey and Irma and 2005 had Katrina and Rita.

Needless to say, weather is short term and climate is long term. One or two storms don't prove anything with certainty but they add to the list of other forms of evidence.

As for the scare tactic, I doubt one person was scared by headlines about global warming. They saw the storms with their own eyes and that was enough to scare them.
