Well, let's see, Republicans won control of Congress for the first time in decades in 1994. They shut down the govt in 95 & 96 fighting with Clinton over spending, then passed the Balanced Budget Act in 1997. I figure that work in 95 & 96 helped but reduce the deficit even before the 97 Act was passed but that's just me.
