Did they promise that? Prior to Reagan, Republicans were the party trying to control deficit spending for decades while Democrats dreamed up new spending programs for Republicans to pay for via higher taxes.

In the Reagan era, Republicans STOPPED being the tax collectors for the welfare state and decided to let the deficit rise. Cut taxes and try to starve the beast was their idea.
