There are factual errors. Your quote starts in 1982 and then quotes Gorbachev who was elected in 1985, Since that one error makes the rest unacceptable to consider let me say that Reagan didn't give the people of the USSR the right to free elections. Gorbachev did that. Free elections brought down the USSR not words, not weapons.

But this debate is also about how Reagan viewed the USSR. His statements to Congress and in his state of the unions consistently said we needed to catch up to the USSR.

Both the US and the USSR could destroy each other many times over before Reagan wasted money on weapon systems (most of which didn't work until he was out the office and/or the USSR was gone).

This speech is typical of Reagan and as you know he said we needed to catch up with them, not bankrupt them or destroy them.
