What's an outside-reversal?

Today's phone outage, although the first in a long time, teaches one how market plans can be screwed up in an instant. You are absolutely helpless! All I could do was raise and connect to my local node -- period. Couldn't even call a brokerage!

"The more a trend line is touched by prices, the stronger it becomes and the more significant a break through it will be. Small violations of the trend line may simply mean that the original line was set too tight and should be adjusted to include the new data." I downloaded this little gem to my cut-and-paste file a few moments ago, and wondered if you agree the same applies to Andrew's?

Under what conditions if any, should charting data be discarded as aberrant?
