Welcome back. Don't look for the Roth IRA to help out the market. AGI less than 100k ,etc makes this a limited benefit. Good but limited.

Actually if people converted from an ordinary to roth it would take money out of the market and give it to the Treasury.

There should be a stimulus package later this year (i.e. tax cuts, it is an election year) since we have a balanced budget (and maybe a surplus with interest rates this low).

I'll post later this weekend.
