Reagan didn't promise to balance the budget. Can't remember whether Bush made such a promise.

But why are you only concerned with Republicans? Obama had Democratic control of both houses for part of his time in office ... did those beloved responsible Democrats (according to you) do anything to balance the budget?

I recall they abandoned the very concept of annual budgets entirely.
