According to David Stockman, Reagan's budget director, he'd meet with republicans in Senator Dole's office to work out deals to get deficit reduction passed. The deals he worked out cost more than the actual reduction they were voting for. He had to literally bribe them with more spending to get a small spending cut. He wrote a great book on why Reaganonics failed and says the biggest secret in Washington is that republicans are the big spenders.
