How fast can you get boats over there with supplies...and service men? And supply chains...the military has about 1000 there with supplies for days...FEMA, 750 ...more coming. Yes, it is slower than being on shore...and for a reason. Puerto Rico does need massive help now. Hopefully you have already donated a lot of money!
