There is a difference between previous presidents and Bush. After Bush lied about WMDs and convinced most of the world that his lies were true the reputation of the US declined significantly. Hillary and Barack had to fix what Bush did and it took many years, but the stain of being that wrong will never go away. World leaders will always be less likely to follow any US president now and even more less likely to follow any republican president.
