That 3.94% was the earliest data I found at the BLS or OMB. It didn't go back further than 1960. A search would turn up a link since unusually, I didn't save it.

It's sure be "interesting" to see Obamacare percentage costs against medical percentage costs of GDP. Efficiency wouldn't be its strong suit. ;)
