It's like saying, I don't hate gays, I just hate the fact that they have sex with people of the same sex. It's an attempt to hate a group of people based on who they are without having to defend the idiocy behind the claim. Did Bill Clinton cause hundreds of thousands of Iraqis to die because he and the rest of the world imposed sanctions on them? No, therefore you're forced to hate their "actions" because you're not telling the truth.
