I haven't seen any evidence that Iraq didn't allow unfettered access. You can easily Google info on him allowing the UN into his palaces and in each case the UN found nothing and it's not feasible for Bush to have no known his intelligence was worthless. After learning his intelligence was "garbage" he chose to go to war.
