Just for the record, Steele's firm was hired by GPS Fusion in Oct 2015 and released the following March with a big Republican funder paying the tab. Democrats picked up funding in June and continued through Oct. In September, Steele was briefing the media. So I'm thinking it was pretty much all compiled by then. AFAIK, there is no way to know when any particular piece of information in the dossier was obtained. The text of the dossier was released in January by buzzfeed, though the dossier's existence became publicly known shortly after the election.
