I think China's ability to move from government subsidized electric cars to forcing gas car makers to subsidize electric cars is damn smart. The government spends less money on subsidies while at the same time forces gas car producers to switch to electric in order to lower their tax bill and get subsidies from those who do not produce electric cars.

China isn't putting a date certain when gas cars will be eliminated but it put in place a system that will ensure it happens. So we can't look at government subsidies and say they don't want electric cars. We have to look at the other ways they fund the subsidies.

I'd put money on it that every gas car producer in China is moving quickly to produce their own electric car and in the process hopefully, innovate quicker than any other country.
