The ban for bump stocks that was proposed was not for new manufacture of bump stocks but included all possession of bump-stocks. The ban for automatic weapons did not ban possession of already manufactured weapons.

Should bump-stocks require the same scrutiny and permitting that automatic guns are submitted to? This is not a hard question; yes or no.

Its not nearly as simple of question as you present it as being. You can create something that has the effect of accelerating trigger pulls fairly simply on an improvised basis. I don't think a ban, or extremely heavy restrictions are going to be effective here, so I wouldn't support a ban, and might not support even heavy restrictions. OTOH a call for heavy restrictions similar to what was imposed on automatic weapons is one of the more reasonable and potentially relevant gun control (or perhaps I should say gun accessory control) arguments that has been floated, and I wouldn't be likely to spend much or perhaps any effort opposing it.
