Yes. Its time to realize that the war on drugs has failed.

Its should be heavily restricted, more so than automatic weapons, and they are so restricted except perhaps for the broadest possible definition of "bio-terrorism substance".

As for banning bump stocks. You can bump fire without a bump stock or you can create an improvised one. Also there are bump stocks already out there, and more will be bought in the runup to any attempt to pass laws against them. Also they would be reasonably easy to hide, and could even hide in plain sight on a weapon without it being obvious that the weapon has one. For all of those reasons a ban would not be likely to be effective.
