It merely means you have confidence in something you can't fully explain (particularly when it is to the satisfaction of others) with available information.

Often I use it that way, too.

Sometimes I'm more certain than that. I use the term to avoid absolutes/overstatement rather than due to a lack of full explanation. I'm allergic to absolutes. It's a softening technique to avoid an absolute. So I might say that I believe that the sun will come up tomorrow rather than that it will. <g> I'm pretty certain, virtually positive even, but there is always the possibility, when speaking of future events, that it won't.

I think it's unfortunate that there is such a wide range of usage that it includes both faith and virtual certainty.
