The problem is singular. The ACA went into effect when republicans controlled the House and refused to do anything to fix the ACA. As you may recall they refused to legislate but instead litigated the law. I think they lost every single time.

I recall a story about Social Security. The law didn't provide for two people born at the same time with the same name living in the same city. The system looked crippled until someone came up with the SS number, then the problems were solved.

The ACA could have equally easy fixes. For example, since insurance companies are receiving record profits from lower health care expenses they should be required to carry policies in every city and state. But even that fix is temporary. At some point, we have to get rid of health insurance and move towards single-payer.

American businesses are at a disadvantage because they have to pay for health care. It amazes me our CEOs haven't jumped on board to fix that problem instead of short-term tax cuts.
