The intelligence agencies had caveats in their assessments that Bush didn't share with the American people AND he had UN inspectors in Iraq who had unfettered access.

Here's how I saw it. If I were president and wanted war and had inspectors in Iraq I'd make sure they were able to prove I was telling the truth on the very first day. I'd give them everything I had.

The UN inspectors said his intelligence was "outdated" and "garbage." What new intelligence did they have? None. They simply made things up because that's what Bush wanted.
