I interpret the numbers differently. The short interest zoomed in October when they missed their numbers, on the reasonable theory that the price of $20 that day was not the bottom. The stock since hit $12
and the short interest is now back where it started. To me, that means that the short sellers saw the low teens as good value, with much more upside risk than further downside potential. I regard that as a bullish assessment by these (sophisticated) sellers, based on the fundamentals known at the time.
