I meant something like this, "...there is a lot of cash sitting around not participating, waiting for the Techs to give some glimmer of hope, so they can pounce on them; it appears to be in bonds and simple time deposits, for it has been withdrawn from equity markets, in general, and tech stocks, in particular. "

I meant that, with the cost of capital so low, and with so much cash taken OUT of the market, there is a lot of CASH available to initiate buying given some reason to do so. For example, I have been mostly in cash since drubbing in AUG/SEP/OCT, using only my 20% trading capital to initiate (mostly) short positions.

Sorry for any confusion. When the cash is taken OUT of the funds, as your chart shows, I consider that to mean "there is a lot of cash sitting around, waiting".
