Something called statute of limitations interferes with sending many of these people to jail. Cosby did a lot worse than Franken and he's still out and about, but a trial is scheduled for a case that just squeaked under the limitation time. I think most of his crimes are also too old to prosecute. Same for Trump. For the more minor assault charges the time limit is often only a few years to 5 years or so.
